I'm afraid that the 55.9 time anyone was interested in this thread was 3 years ago. This morning the admin function worked when I turned on my computer and started the Tomcat service. I ve tried it several times and hopefully the second one it worked.

I, too, could swear that last night I stopped the Tomcat service, installed the administrative function, and then restarted Tmcat. Another cause of this problem Download and install the "admin" package to use it.
